First time ballots
Secure first time presidential ballots were designed and printed in Drummondville, Canada and delivered by special cargo aircraft under the supervision of Mr. Gordon Sinclair then and formally VP of CODE Inc of Ottawa, Canada. They were then distributed throughout the country by the UNDOP again with close cooperation and supervision of Mr. Sinclair for the 2003 presidential election.
